I am not an artist, so I may not be able to post my own creations. I will try though :)
On my PC I have created non admin accounts for regular use. When I need to install stuff, I login as administrator. This is how used to run things. Then after installing WindowBlinds I realized that I cannot run WindowBlinds unless I have administrator privileges. This is on Windows XP. I haven't tried it on Vista. But I would guess on Vista a more secure implementation is in place.

My question is how can I enable WindowBlinds for non admin users on Windows XP?

it should run on all accounts - I haven't had any issues with multiple accounts (admin or ltd) since I started using it in 2003

per the UserPermissions.txt in the WB folder:

The WindowBlinds installer has set the user permissons
for the WindowBlinds directory and subdirs to allow Limited
users to apply and install new skins.

The included Windows XP utility CACLS.EXE was run from
the WindowBlinds directory to set these permissions.

CACLS.EXE . /E /T /G USERS:F

Once set, these access permissions should not need to
be changed. If this UserPermissions.txt is removed,
subsequent installs of WB will reapply these changed
permissions.

Yes, it did work without a resinstall. Just needed to give full permissions on the WindowBlinds folder. Thanks Bichur.
